Todd Robinson, M.D.
Eye Physician & SurgeonTodd Robinson, M.D. was born and raised in Nebraska where he attended the University of Nebraska and obtained his Bachelor of Science Degree in 1985 and his Medical Degree in 1991. Dr Robinson then went on to finish his ophthalmology residency at West Virginia University in 1996. He became Board Certified by the American Board of Ophthalmology in 1997.
Dr. Robinson practiced for more than eleven years in Tennessee and Arkansas becoming an accomplished eye physician and surgeon before moving to Panama City. Dr. Robinson will provide his patients in Panama City with the latest advances in cataract surgery using the various SmartLens® procedures as well as treatment for glaucoma and retinal care. Further, Dr. Robinson has a special interest in Oculoplastics for the treatment of droopy eyelids. Having recently moved here from Tennessee, Dr Robinson and his wife Laura have settled in the Florida Panhandle because they find the people to be friendly and caring. They particularly enjoy the outdoor activities the area has to offer.

Andrew E. Kortz, M.D.
Eye Physician & SurgeonAndrew E. Kortz, M.D. obtained his Bachelors of Science degree from University of Florida, Gainesville and went on to post graduate coursework at Cambridge University, England. Dr. Kortz earned his medical degree from Columbia University in New York, NY in 1991 then continued his training in Ophthalmology at the National Naval Medical Center, Bethesda, MD. while serving in the U.S. Navy. Dr. Kortz went on to complete a Fellowship in cornea transplantation and LASIK surgery at Emory University in Atlanta in 1992.
As a Naval Doctor for ten years, Dr. Kortz was able to serve his country as a staff Ophthalmologist and Flight Surgeon in several locations around the country including Oakland Naval Hospital, NAS Whidbey Island, WA, and Camp Lejeune Naval Hospital, Camp Lejeune, NC. While in the Navy he was also stationed in Pensacola. He found that he liked both the people and the climate of the Florida panhandle and has practiced in the greater Pensacola area since 2002.
Dr. Kortz is a Board Certified Ophthalmologist, certified by The American Academy of Ophthalmology. Dr. Kortz is exceedingly well trained and has extensive experience dealing with a broad array of eye problems and diseases including cataracts, glaucoma, eye plastics, retina and cornea related problems. Dr. Kortz is a highly accomplished eye surgeon. Dr. Lee Mullis is proud and feels privileged that Dr. Kortz has joined the practice.
Darren Payne, M.D.
Eye Physician & SurgeonDarren Payne, M.D. was born and raised in Montreal, Canada. He earned his medical degree from the University of Montreal in 1983. He completed his training in Ophthalmology in 1989 in the province of Quebec.
For many years Dr. Payne was owner and Medical Director of his own ophthalmology clinic that served the northern Quebec communities. He also was Medical Director of Lasik Vision in Quebec City, Canada, where he performed or 5,000 refractive surgeries, primarily LASIK, but also including PRK, RK, ALK, LTK, and CLE. In addition to his extensive refractive experience, Dr. Payne has performed hundreds of cataract surgeries, and is happy to be able to bring his patients the new SmartLens Technology. He also has a special interest in glaucoma, diabetic retinopathy, and oculoplastics. Dr. Payne is Medical Director of the Crestview and Niceville offices of the Mullis Eye Institute. He also sees patients in Panama City.
Dr. Payne is a Board Certified Ophthalmologist and Surgeon. He is Fellow of the American College of Surgeons and the Royal College of Surgeons in Canada; a member of the American Academy of Ophthalmology, American Medical Association, and the Florida Medical Association.
Dr. Payne, his wife and 2 sons, moved to Florida in 2004. An avid golfer and water enthusiast, he and his family enjoy the Florida panhandle and all it has to offer.
Lee Mullis, M.D.
Eye Physician & Cataract SpecialistLee Mullis, M.D. obtained his Bachelors of Science degree from Elon College, North Carolina. He earned his medical degree from the University of Maryland in 1969. He completed his internship at Conemaugh Memorial Hospital in Johnstown, Pennsylvania and his ophthalmology residency was at the University of Tennessee at Chattanooga. He served in the U.S. Army from 1973 to 1975 as a medical officer.
In 1976, Dr. Mullis and his family settled in Panama City, Florida. A pioneer in the field of Ophthalmology, Dr. Mullis built his own medical office building in 1979 and then built his own State-of-the-Art licensed Ambulatory Surgery Center in 1984. Over the years, he has established offices in Marianna, Crestview and Niceville, Florida. He was the first in Bay County to perform topical, no stitch cataract surgery. Dr. Mullis continues to be a leader in the newest technologies available. He was the first in the area to use refractive intraocular lenses (SmartLenses) for his cataract patients.
Dr. Mullis is a Board Certified Ophthalmologist and Surgeon. He is Fellow of both the American College of Refractive and Cataract Surgeons and of American Academy of Ophthalmology; a member of the American Medical Association, the Florida Medical Association, the Bays Medical Society. Dr. Mullis lives in Panama City and cares deeply about the community that he serves. Over the years Dr. Mullis has seen firsthand a profound need in the community for eye care to those in need. Since 1992, he has performed thousands of free cataract surgeries to those deserving persons in Bay and the surrounding counties.
